Anyway, you're just wrong. Like factually just incorrect. A police presence deters criminals, but that's one of the main reasons to have law enforcement. Also, in order to enforce the law, there are times where you need to apply some sort of violence. That's the entire point of "enforcing the law". If a criminal is doing criminal shit, he's not going to ask you to put him in handcuffs, or allow you to put him in handcuffs if you ask nicely (unless they surrender obviously, but I'm talking about someone in the middle of committing a crime/resisting arrest)
