A solar panel roof is only slightly more expensive but I can't do it unless my entire unit does it and even if they all agree the HOA has to approve it for the whole neighborhood and then they will be obligated to do it so the people who don't want to do it will vote it down. Government regulations can help but they move as slow as molasses. Local politics move faster but it's hard to get politicians to care about issues at this level and then only other option is to run one's self and then you give up your current life to run a race you might lose.
