Phobias, generally-speaking, are considered to be irrational fears, or fears beyond what a normal person would experience in a similar situation.

A fear of heights is natural and most people and animals have it. Put a dog up on an elevated steel beam and they will likely freak out too. The phobia kicks in when the intensity of the fear is stronger in a comparatively more contained situation, like a person on a ladder freaking out as if they were in the same position as the girl in the first picture.

Most people who fear something likely don't have a phobia, they just have a natural fear of something that can potential endanger our well-being.
