at the same time i get that i'm vouching for the well-made thematic shorts of old-school Hollywood over the ambitious projects of more recent eras, which were not a thing back then, and i'm not against those either

some 80s cartoons are good but as the now-infamous John K has pointed out, studios were pressured to keep recycling and reusing the same plots again and again, e.g., the evil twin episode, the 'bad guy pretends he's seen the error of his ways' episode. that's a big reason why many of the cartoons from that era are not just bad but unwatchable

the 90s is quite the mixed bag because some of the cartoons are straight up brilliant and contain ideas they would have zero chance of getting away with now, but some of the shows i 'grew up' with are so incredibly awful in hindsight that i'd feel embarrassed trying to watch them now, even accepting that i'm no longer near being in the target demographic

i kinda stopped paying much attention to cartoons going into this century. i've been told that kids shows have become over the top sociopolitical but i don't pay enough attention to know one way or another
