Since they had no real reason to watch the sway of the butt, the breasts developed more so that those swayed and was closer to eye level. Pretty sure that's not really grounded in anything. Keep in mind that other mammalian species also have boobs, although their mammary glands only swell (making them very visible) around childbirth up until the child is weaned. Lindybeige did a whole long discussion on "Why do women have breasts?" where not once did he reference the Family Guy joke, which I'd post if not -- ironically enough -- for the thumbnail which he did for clickbait but might get modded despite being a crude drawing.
