The literal begining of the sentence you are in says that this is the conclusion of the "WHO's Strategic Advisory Group of Experts (SAGE)" this is not the same thing as the official policy of the WHO. This is what their advisory group said, but even so the WHO knows the responsible thing is to wait until there is a lot of robust evidence: They haven't yet changed their policy. (It's the very next sentence that you aren't reading, apparently) A bunch of people saying "this seems safe" is not the same as making the official declaration that it is your policy that it IS safe. Do you even understand why we have vaccine trials in the first place? It's to conclude with relative certainty that the thing you think is probably safe is indeed actually safe. The WHO's current policy is the policy I shared, adults should get vaccinated, but when it comes to kids 12+: "Vaccine trials for children are ongoing and WHO will update its recommendations when the evidence or epidemiological situation warrants a change in policy."
