A wagging tail on a dog does not mean that it is always a friendly outward gesture. A wagging tail could also indicate anything from fear to excitement, aggression, or a challenge of dominance. Dogs aren't "dishonest", they don't "lie" as they aren't on the cognitive level of great apes such as ourselves.

This is true. Literally yesterday I was at my parent's house. They have 2 mini schnauzers. One is super friendly to all people and dogs. The other wants to fight anyone he doesn't know
I was in the house and my parents and sister went outside and were talking to their neighbors. The neighbors also had a dog out with them. The angry schnauzer could see all this from a window and he spent like 20 minutes barking like crazy while I was trying to calm him down

Also his tail kept wagging. But he was definitely not happy
