No, they haven't been more well-known for the majority of their existence. The Avengers was as well-known as the Justice League almost from its inception, whereas the X-Men only became well-known among the general public in *maybe* the late 1980s or early 1990s.

As for popularity, the top ten highest-grossing comic book movies of all time consists of 4 Avengers films, Captain America Civil War (which featured the Avengers), Black Panther (who is an Avenger), and Iron Man 3 (also an Avenger), along with Spiderman Far From Home, Aquaman, and... well, long story short, no X-Men.

In fact, on the top 50, you don't even see Deadpool until #28
