To answer the actual question, by and large, political correctness just boils down to finding new ways to be nice/avoid being mean to people. Conceptually, that's a good thing. In practice, sometimes people can be too aggressive about it, getting upset at people that really can't have been expected to have considered those new ways for failing to adhere to them. It's also not uncommon to try to push forward with new ideas without considering how reasonable, practical, or beneficial they actually are (often without doing anything to consult the people it's supposed to be benefiting and falling into White Saviour territory).

On the flip side, though, that's very much not true of every such idea, and people raging against the mere concept of manners evolving are being extremely unreasonable. More often than not, "I hate PC culture" actually just means "I want to be able to act like an asshole without being treated like an asshole," and that's just not a sensible position at all. Like everything, moderation is key, but pretty much everyone does it wrong by glomping onto an extreme and yelling at the people glomping onto the other extreme.
