Adams had the Alien & Sedition Acts, which clamped down on the press and allowed them to suppress political opponents.

Obama ramped up secret surveillance programs started under Bush, raided news offices, tapped journalists' phones, took the drone program all the way to 11 (including murdering a wedding procession, then trying to claim that they were terrorists), starting a war on whistleblowers including prosecuting more whistleblowers than iirc all other presidents combined and generally for bullshit reasons to suppress them, as well as being responsible for the torture of Chelsea Manning. I guess on that same note GWB deserves a nod for getting a lot of the surveillance state started, his involvement in the drone program, redefining torture, etc.

Speaking of redefining shit, Bill Clinton redefined genocide to prevent the US from getting involved in stopping a genocide and then went so far as to block UN involvement in that genocide. Not to mention his long history of sexual assault, abuse of office to solicit sexual favors, etc. And, of course, there was that nonsense where he was shifting the chronically unemployed onto federal disability programs to make his unemployment numbers go down. Maybe he wasn't always as destructive as other presidents, but he was pretty fucking evil.

LBJ put us into Vietnam even after asserting he wouldn't that (with some very racist public statements), created an entitlement state that's screwed this country over for generations, and -- according to some conspiracy theorists -- may have even masterminded the JFK assassination.

And while people give Jackson and Van Buren a nod for their Native American removal programs, theirs were just some of many such programs. Up until maybe 1980, it'd be hard to find a presidency that didn't do horrible things to the Native American population (and I think the 70s were the end of the US's forced sterlization of Native women; if it goes on further than that, then obviously later)
