Because the infrastructure will never stop being affected until things mostly get back to normal? Most of life is a process more than a singular thing (or if you want to be pretentious, it's more of a verb than a noun). Everything is affected by other things, which in turn are affected by other things, and so on. When "Step 4" in the process goes to shit, every step after is going to suffer for it. Part of trying to normalize is getting all of the individual steps working again so that the entire chain can start working properly again as well. Yes, that's going to mean shortages here and there for a while yet (especially for things that aren't even remotely "essential" to most people), but things will level off eventually.
