Their pensions wouldnt cover the settlements. it SHOULD come from the city and taxpayers because the city and populace should hold the police more accountable. I'm not talking about their individual pension, I'm talking about the fund that pays out their pensions. All of this is funded by taxpayers, they're public employees.
