I'm not talking about nukes. Russia has a larger air force than China; aerial superiority has been the deciding factor in warfare since about WWII when it comes to winning fights. And, while it's usually not super relevant, Russia has far more tanks than China, which in this case matters since the two nations share a border.

Based on what? China has less pull than the US, Germany, and the UK. It probably has less global influence than France. It lacks membership in any number of international bodies, including the G7 (which used to be the G8 before Russia was removed). You might argue that it has more influence than Russia, but that's partly because it doesn't have an organization like NATO which was designed to limit its influence (which, if it anything, speaks to Russia's strength).

People make a big deal about China's influence, but many of the things it does either could or are being done by other countries. There are some things it does smarter -- like bribing the WHO to say whatever it wants the WHO to say -- but that's partly because the US is stupid in not using the fact that it heavily funds the WHO to get it to do what it wants and also the fact that China was using the threat of kicking investigators out (which ANY nation, no matter how weak, can do) to get them to go along.
