Mainly cuz they spend too much time on him worshiping Tony's existence and making him just generically awkward. He doesn't really feel like Peter or Spidey outside of a couple scenes. And in Far From Home, he basically didn't even have a character arc -- he was just dicking around, being told to do stuff by Fury.
