the bearer of the ring was the subject of its corruption. its most notable effect on the others was visible only when offered to them (gandalf's terrified refusal, galadriel's genuine temptation).

safe to say that in bearing the ring, frodo was subjected to the visions of power that were all but overwhelming to the most powerful beings in the world...every day. galadriel's speech is meant to be a vocalization of precisely what the ring was telling her.

sam wasn't subjected to that because frodo was bearing it. his role was crucial, but he could not suffer the corruption of the ring for frodo.

that said, all of the events of the novels were quite clearly the machinations of gandalf from beginning to end. the elven ring he bore had the power to inspire, and it's clear that whereever he went, he set to the difficult task of motivating the free people to resist sauron. he died for the fellowship, as they were a part of the plan, and he came back because he wasn't finished.

frodo was the pawn, gandalf the player, but one cannot question that frodo was the one who suffered most.
