Occam's razor: the simplest explanation is that they have a principled stance against such authoritarian measures and we're either unaware or already against what already exists. You are being an insane conspiracy theorist if you think anything other than this simple explanation.

Or, people are so caught up in conspiracies, misunderstanding of pathogens and a lack of understanding of human nature (i.e. people lie) that they are willfully avoiding the vaccine and masks, and now a vaccine passport et. al. Have you seen the arguments against the vaccine and the vaccine passport? Check out Facebook for starters.

William of Occam would say these people aren't principled opponents of authoritarianism (do we know where they all were January 6th btw?). They just don't know what they're talking about. That is the simplest answer.
