It's not implying anything. Its understanding why people keep saying "there's a power imbalance" because their literally is one. A woman turning me down is significantly different than a woman turning a celebrity down. Same as me criticizing a politician is different than Tucker Carlson criticizing a politician, or me praising a video game is different than PewDiePie praising one.
