IIRC they said that it would have a presence in the game but that you cant use it. Imagine how horrible the devs would be if they included that.

The weapon wasnt used by every single soldier in battle or anything like that, so why would it be a gameplay feature? Contrary to popular believe, not every soldier carries a grenade, so what makes you think every single one of them had access to white phosphorus to use at a whim?

In any case, theres a clear difference here. When they say that theyre not sending a political message, theyre saying that not defending the marines for harming the civilians, and theyre also not talking about the nature of the war itself. Instead theyre focusing on the stories of the marines and civilians involved. As in, you can tell a story about a marine running into fire to help his wounded battle buddies out of a firefight. Or a story of a civilian saving their children from the dangers of the battle around them, without forcing players to commit acts of terror.

There are stories of heroism that dont ever involve any of the controversial topics, and thats what the game is trying to talk about (at least as far as I can tell from their ads and statements from the devs).
