The reason Venom was stronger than Spider-Man wasn't because of the symbiote - it was because Brock was a power lifter when he gained his powers, whereas Spider-Man was a teenage nerd. So as far as Spider-Powers, you're right in that innate strength would make a difference. I just don't have Tarzan at that level, though to be fair I don't know his strength feats beyond grip strength Lol I don't know Tarzan beyond the Disney cartoon movie but all the swinging around and stuff doesn't seem like something any human could realistically do.
