I think Heracross is very close to mid, but it is just too easy to miss in the Gen 2 games. It is only in Headbutt trees and I don't recall any trainers having it. Ash did have one in the Gen 2 anime, but that probably doesn't help much. And for the record I don't think Seel is in the running for weakest Gen 1 Pokemon.
