A big part of it for a lot of companies is so they don't actually get anyone at all. If they require years of experience and absurd degrees for "entry" level positions then the people who are qualified won't bother with entry level, and most others won't even bother applying since they don't qualify. This way these big companies can then claim there are no qualified Americans for the job and they can then hire foreign workers on H-1B visas for half the money. Companies have been abusing this system for over a decade now.

Yeah sometimes it means they don't want to hire from the outside and the position is going internal or they want visas.
