As for Otis, well... shooting Carl was an accident but in all likelihood Shane wouldn't have done what he did if not for that, and it seemed like he wasn't planning to fuck Otis over. The situation got desperate and Shane just thought "well you did shoot Carl so fuck you" in the heat of the moment. That's how I interpreted it at the time.
