Arguably there are some guest characters and classes that are overpowered compared to the others so if people want to rely on them, that is their choice. Again, using FFT as my main reference there.

There's still the issue that you're only permitted a limited number of deployments and have far more units than you can ever deploy at once.

Tactics Ogre: LUCT got around this by assigning levels to jobs. If your Archer was level 20, any character you made an Archer became level 20, for example. It took only a few battles to bring a newly unlocked job to level parity.

In FFT levels scaled based on the highest level character in your formation so regardless of what was happening you're always rewarded by using your lowest level characters.

Triangle isn't doing either of those things. Not only do the levels seem to be fixed but every character is unique and has to be leveled individually. This means either 1) grinding or 2) some characters just won't ever get used.
