I think a significant factor is that people in the southern states have no good reason to own winter tires. "All-season" tires really aren't very good in the snow.

Having snow tires is a luxury. Do you think everyone has an extra set of tires set aside for winter? A lot of people drive beater cars.

I've always driven in all season tires. Certainly not as good as a big 4 wheel drive truck, but I manage to get around.

It really can't be stressed enough that it is entirely possible to just drive careful. Like anyone can just drive much slower and very slowly test out what level of speed you can handle.
