The Bahamut raid is not only outdated content but hardcore content. There's no reason to do it the normal, at-level way except if you want to get a coordinated group together and throw yourself at a difficult fight for hours. And very few players actually do hardcore content, I would be surprised if it was much higher than 10% of the NA/EU population. Starting with Heavensward they also include normal mode versions of the fights so that everyone can do them and get the story, but they never did this for Coil because they expect people to just cheese them at max level.
