Just as a heads up Teruteru, there is no pervert that people like. as for this, this very clearly isn't true. people seem to like master roshi from dragon ball, for example. it's sadly very common in anime-adjacent media to have "lovable perverts" not that you don't get this in western works too, of course --- yet all azuarc of all sorts are more or less capricious and unreliable - they live in the varying outer weather, and they inhale its fickleness ...
