In the mainstream, afaik none of them know, except maybe Riddler at times (and obviously Ras al Ghul) and pre-amnesiac Bane. And in other continuities, villains often only know because he revealed it to them. If his secret identity was widely known, he wouldn't live very long. ScritchOwl posted... I mean I take it that they probably dont incriminate him just on the basis on how he made copperpot look more insane/delusional than he is ? Whether you mean Copperhead or Cobblepot (aka Penguin), neither is insane or delusional in most continuities.
