Making the child tax credit fully refundable could easily become permanent. It's $3,600 a year, available in monthly payments, to the most vulnerable people in the country, not conditioned on income or employment. So that's a big, progresssive change in this legislative package Also, like I said, this argument seems to hinge on the idea that a public option and the exchanges run counter to each other. But the way the public option would work in most public option plans I've seen is that it would be offered on the marketplaces. So bolstering the marketplace plans doesn't seem to contradict public option advocacy, though it's true it will enrich insurance companies - to the extent it succeeds at actually getting people covered. --- Trying to dunk since July 2020 ...
