Most countries don't tip, and find it kind of insane that Americans do. If everyone else has seemingly figured out how to keep food industry employees alive without resorting to what is effectively extortion, there's no real reason why the US couldn't solve this problem either. The real Catch-22 is that, because tipping IS a thing, employers can deliberately pay employees less because they know people are going to tip to offset the difference.
