She can create anything, but is limited by mass since it burns calories to create, but she's both extremely inefficient and wasteful with her choice of items.

Why is one of her biggest moves creating a cannon? She could create C4 and it would be just as destructive. If she needs range she could create an RPG or grenade launcher. Both are smaller and more effective than a cannon, which people stopped using for good reason.

If she needs something more non-lethal, she should be creating flash bangs and concussive stun grenades.

She should just be able to create a gun, but she could also create a rubber bullet shot gun or stun gun for a non lethal approace.

But she doesn't do any of this on a regular basis. Instead she's creating sticks for melee combat.

In truth, she should be able to destroy basically anyone that doesn't have super speed or endurance based on her ability to make guns alone.

Nobody utilizes their powers well in MHA and technology hasn't evolved as you would expect it to (faster more penetrative bullets in small arms for isntance). The bullets we use in real life are not the strongest we can make, it's just you don't need incredibly powerful bullets to take down normal humans. If there were enough people running around with rock bodies and super speed you'd see much more potent firearms. There would also probably be a lot more poison gas if bullets really just couldn't handle things. With how technology would realistically progress, powers that enhance mobility and stealth or whose use can't be detected would be the strongest but only slightly stronger than a normal human with a gun and they'd all use guns.
