You severely underestimate american apathy. My guess is
Tons of foreclosures
Tons of homelessness
Politicians push for criminalizing homelessness to lock these people up
Real estate businessmen push for closing homeless shelters because they want to build there
Non-homeless populace fed all kinds of stories about muggings and obscene behavior by the homeless to make them despise them and run to the government to just get them out of their sight.
Private prison facilities where they don't have to tell the government or the media what goes on inside the prisons come up again.
Here and there some stories come out about abuse of inmates from physical to sexual
People care for about a week then go right back to ignoring them.
Victim blaming.
