like the blunt question here is basically how much of this game is just "Witcher 3 but cyberpunk."

The one somewhat consistent take I see is that Witcher 3 is a better game and is doing more and better things with the source material. Cyberpunk 2077 isn't "the Witcher 3 of cyberpunk" but it is "cyberpunk from the makers of Witcher 3."

As a related point, I've seen a mixed consensus on if the game has the same "heart" that W3 does. The main plot seems to be relatively standard cyberpunk heist shit (with ya boy Keanu). The rest of the game...some people say the tone is too edgy, some people say it's got a lot of positivity, others say it's a mixed bag. It seems to depend on the sidequests people do, because there is both high praise and ambivalence towards them. What that is saying to me is that CDPR's writing has some great parts at the micro level but the game is so massive that they might have diluted what made W3 great. And obviously a bigger game means more chances to drop the ball.
