Pretty much. The "genetically enhanced super soldier" trope is a popular one in sci-fi/fantasy, but the fact of the matter is that genes just can't accomplish all that much because the physical limits of the human body aren't that relevant for most of modern warfare (at least, not in ways that genetic modification can correct). The most successful armies in the world aren't the ones that are physically the strongest, they're the ones with the largest budgets behind them to help them outgun their foes.
