Not since last Wednesday (technically Thursday at 12:01 am). They had been open (still with their capacities reduced enough to allow for distancing, but no formal caps on capacity beyond that), but a cluster of cases has turned into our second wave, and almost all of the exposure locations have been bars/restaurants, so stopping dine-in was one of the main measures enacted to try and get this new outbreak under control. Also included in those measures were closing gyms (a distant second for exposures), reducing store capacities, stricter limits on gathering sizes, and the $1000 fine for violating gathering limits is now applied to everyone at the gathering instead of just the hosts (which is honestly how it always should have been, given that it was pretty trivial for larger parties to just split the host's fine among them).

As it turned out, the 37 cases on Tuesday that really sparked the crackdown were an outlier, and every day since then has been more in the 10-15 range that we'd been hovering around for the 2-3 weeks prior, but it was time for a crackdown anyway because it was only a matter of time before sustaining 10-15 cases a day would cause a larger problem. We should start seeing the effects in the next few days, given the incubation time, but hopefully this is enough to get back down to a consistent 0. With Christmas shopping ramping up, though, we may not see a major change until after the holidays.
