I mostly agreed with his first placement since he is not only a well-liked villain but has a multitude of enduring memes from the SF cartoon and movie, and aging gamers like those on Gfaqs seem to genuinely like Raul Julia's portrayal of him from the movie. He looked bad in his only contest appearance but that was in 2005, when the main Street Fighter series was essentially dead - and people were sick of the lazy fighting game ports and rehashes that Capcom had been releasing the prior year. --- B8 Waifu ranking - http://pastebin.com/qnUpLnDA ...
