Phoenix is based on a grid system, and yeah it was planned, but I wouldn't say it's perfect lol. All roads on the west end are ave's the east end is streets, and the middle is central. Granted for the most part it does work, but there are a few chokeholds the make traffic a nightmare not just on the freeway, but all the side roads too.

The other thing is monsoon season, and yes it tends to pour for a good 15 minutes then it goes away.
