I'm sure there's a small number of people who played the SNES or N64 SimCity games, but it is mostly his distinctive design and consistent appearances as an Assist Trophy in Smash games that will keep him above law range. Mid Fodder for Nidorino. It was easily obtainable in Gen 1 and evolution is very popular. Plus it looks like a triceratops - dinosaurs are cool right? Low Fodder for Matthew.
