A constitution that doesn't allow for flexibility in times of crisis is a poor constitution. That being said, in comparison, the US constitution actually does allow for flexibility in case of a pandemic and such, but it's really the govt and the people pushing back on very logical rules for disaster preventionThere are a load of exceptions if we were to find ourselves at war or during a natural disaster, but none during pandemics (which is a short coming the politicians are working on now).
