And the senate would NOT have killed it. They couldn't look like the bad guy. So, they had to pressure the first negotiators to not ever come to agreement. It is why McConnell stayed out of the negotiations so it couldn't be pinned on the Senate.

If it got to them, they would have had to begrudgingly have accepted it.

He literally ran circles around Pelosi and Trump. It's embarrassing how bad he played them both.
