They've actually pared down some stuff from WD2 (there's no real skill tree the way that game had, just some gadgets and abilities you can buy), and they ditched a more RPG approach that they'd talked about previously.

There are two main systems to concern yourself with
- recruiting new team members by doing missions or tasks for them; every character in the world has a few relationships with other characters that you can use to help you along the way
- six districts on the map you can liberate with just a few quick tasks; this gets you a unique recruit and makes it easier to recruit people from that district.

Even side activities seem pretty limited compared to the previous game, just (as far as I've seen) delivery missions, boxing (which unlocks a few unique recruits) darts, and this kickups minigame.
