Taft was pretty bad, I understand, and mainly contributed a large bathtub in the white house so as to accommodate his girth. The one before Polk had apparently been a lame duck before Polk was elected on a platform of three goals, and then went and did the first of those three things (annex Texas) just to have done something AND steal Polk's thunder. Noteworthy presidents were great to some people and pariahs to everyone else, so it really depends on which end of the stick you were on during their terms. Sometimes people have been on the short-end without realizing it, because they at least had everyone worse off, those not even on the stick, to look down upon, much to the presidents' delight or convenience.

So yeah, measuring the worst is a herculean feat unless you believe Trump has actually said and done some terrible things (many of which I do but won't get into here). Without even listing him, I would go with Nixon for setting the yellow snowball on its path before he had even taken office - the one we're all dealing with to this day. Mass division with blame games more than solutions; televised, popular images placed on a higher pedestal than function; criminal activities and cover-ups to such a degree any sane person can agree is happening while we all get to see it in real-time. Nixon had a hand in all of this through the 50s, 60s, and 70s, and now here we are, dealing with all of this we're seeing today because that yellow snowball grew to massive, reckless proportions, and it's still going.
