You can put 2 into one skill or 1 into two. Or you can take a Feat, but I dont think those are in here yet. And yes, only even numbers matter. Humans get a +1 into everting, so putting your 16 into Human will give you 17, but 16 and 17 give the same bonus, a +3. So its better to put the 15 into your beat stat, which will bump it to 16 However in a Human it doesnt matter too much. It only matters in the races that give you a +2 into a stat like High Elf. Wizards want Int and High Elves +1 in Int and +2 in Dex. So put the 15 on On Int, which makes it 16, and the 14 in Dex making it also 16.
