Either, pay people to stay at home so that they don't go broke. Or let them live their lives. Forcing people to dwindle their savings via militaristic action is not going to work. American's will rebel. They gave americans a one time payment of 1,200 dollars 6 months ago. That's like 6 dollars a day. If they are going to close the country by force, then you can't demand people not seek employment, and still pay their rent & utilities...and purchase food.
