tbh its mostly that i went for far harbor first since i was hyped for it, then i went to nuka world and it was like i was hit with a brick in my face because the NPC's and factions were god awful, and the portrayal of "raiders" in it was so pathetic i just didn't want anything with it.

In hindsight yeah maybe if took a page of my own comment and ignored it and focused on the exploring maybe i would've enjoyed it more, but the big difference is that while the main game's story was weak, it wasn't offensively bad, this thing was just awful, they had me for a sec when they trapped me in the hellmaze the raiders made, to "hey you're our new leader go commute with the criminal psychos that have literal slaves running their shit..."

Not sure what made me think of it, but if you have or ever get a gaming PC, there's a particularly cool mod that lets you assault the Nuka World raiders with a Minutemen army at your back, after which the Minutemen will take over Nuka World with patrols, flags, etc. It's also available on XB1, or at least it was at one point; Fallout 4 runs like ass on the XB1 and I couldn't get the mod to work for very long without crashing, but I had a lot of fun with it while it worked. Not that mods are ever a justification for poor Bethesda writing / design, but I thought I'd mention it if you ever wanted to commit a more expansive and lore-friendly scouring of the Nuka World raiders.
