Because no matter how much modern people might think of it as a simple question of good/evil, it's never actually been that at all. Technically speaking, Heaven and Hell (especially the way Westerners tend to think of them) really only exist as a concept in Christianity and faiths influenced by it (Hell wasn't even really a significant concept in Judaism before Paul invented Christianity by fusing Greek Mystery Cult mythology with Jewish history and philosophical concepts). By the rules established by most actual religions, you could be the most moral, self-sacrificing, benevolent human being to have ever lived, but if you don't follow one of the "Faiths of the Book", you're going to Hell - period. Other religions have their own scales of right/wrong and rewards/punishments for following the faith, but none of those are really "Heaven" or "Hell" (even if their concepts are similar). Mass murder doesn't actually disqualify you from Heaven in Christianity so long as you're actively repentant and accept Jesus as you Lord and Savior and undergo the proper rites before you die. Because that's the REAL standard for getting in or not. So yes, Hitler, Stalin, Pol Pot, or whatever other genocidal tyrant you want to throw in the mix could easily get into Heaven, assuming they have a sincere conversion before they die (even deathbed confessions/conversions count).
