Metropolis is essentially New York and Gotham is New Jersey. It's definitely not in Kansas, I'm not sure why anyone would even think that. Actually, Batman's early adventures were set in NYC and even the term Gotham is a nickname for NYC. The city itself has sometimes been depicted as being in NJ, though. As for the idea that Metropolis is in Kansas, Metropolis has often been depicted as being not that long of a drive from Smallville, which over the years has been more or less established to be in Kansas and therefore would suggest that Metropolis is also in Kansas.
