That's why both of my cats have quick-release collars. The breakaway device is strong enough that they aren't likely to accidentally take them off, but it won't stand up to the force of actually being caught on something. It does create the risk that they'll end up losing their collars if they ever get lost, which kind of defeats the purpose of the collars, but that's better than being strangled.
