From my understand and from what I've heard Trump talk about in the past, the reasoning behind the Dems wanting to do this is to have a higher number of people of color in suburban neighborhoods. Allegedly, the Dems say there aren't enough people of color in suburbia. He brought up the percentage to highlight the fact that there is already a representation of people of color in suburbia. If 35% is true, then that is consistent with US racial makeup. Why do you think he felt he needed to say a low number to avoid being attacked by the "fake news" instead of just saying what he thought was accurate? I'm not sure where he is getting his figure from. He says "they say", so I'm not sure who "they" is. It's something he commonly does because he claims if he's not completely accurate, the "fake news" will blow it out of proportion and say "Trump was completely wrong!".
