I completely agree with everything except the bold. People are, in fact, just picking a percentage. And I think on average, they do, in fact, appreciate that 10% = "1 out of every 10 people." And my point is that it's absolutely fucking insane to believe that one out of every 10 people in the US have died from COVID.
