It's about percentages just being hard to conceptualize unless you constantly deal with huge numbers on a regular basis. To the average person, 10% is really, really low, because 10% of 10 people is 1 person. 10% of 100 people is 10 people, and so on. People aren't sitting there with scratch paper answering these things as if it's a test.
